Ingeniero en Administración Marítima (de la Academia Politécnica Naval) con Magíster en Gestión de Recursos Acuáticos (de la Pontificie Universidad Católica de Valparaíso), más Diplomados y Cursos Internacionales, con más de 25 años de experiencia en gestión pública en rubros Marítimos, Pesqueros, Acuícolas, Portuarios, Salmoneros, del Buceo y de las Ciencias del Mar, incluyendo cargos de alta dirección pública a nivel nacional, proyectos intersectoriales de nivel central y regionales, trabajo en territorio con comunidades, socialización de propuestas y solución de conflictos. También, se ha desempeñado en instancias internacionales con papers y exposiciones, principalmente en las áreas de Enfoque Ecosistémico, Seguridad y Salud Ocupacional Pesquera y Acuícola, y Cultura Oceánica u Ocean Literacy, incluyendo representaciones, proyectos y publicaciones de Organismos de las Naciones Unidas para Latinoamérica y enfoque en los ODS 1, 2, 4, 5, 8, 14 Y 17.
