He holds a degree in Maritime Administration (from the Naval Polytechnic Academy) and a Master's degree in Aquatic Resources Management (from the Pontificie Universidad Católica de Valparaíso), plus international diplomas and courses. He also has over 25 years of management experience in the maritime, port, fishing, salmon, and diving sectors. He has also held senior public management positions at the national level, intersectoral and private projects at the central and regional levels, along with field work with communities, disseminating proposals, and resolving conflicts. He is a Course Instructor at OTEC. Topics include: Maritime, fishing, and environmental regulatory compliance; Risk prevention; Occupational Health and Safety (HSEQ); Disaster management; Maritime-port innovation; and Asset management. He has also participated internationally with papers and presentations, primarily in the areas of Ecosystem Approach and Ocean Literacy, including representations, projects, and publications for United Nations agencies in Latin America.
